"Over the last ten years there have been close to over 100,000 referrals to law enforcement that have been initiated in schools. That's a sizeable number. Just in the '08-'09 year there were close to 10,000. When we looked more closely at that data we saw that only 6% of those referrals were for the mos serious threats to school safety - we're talking about weapons and hard drugs. 60% of those had to do with a very subjective category: defiant behavior or minor misbehavior."
